The Ministry of Health of Malaysia privatized support services in all its hospitals constituting over 35,000 beds to a consortium of 3 private firms. 15-year concessions were given for the following key services:

Clinical waste management
Linen and laundry
Facility and engineering maintenance
Bio-medical engineering maintenance

These services are regulated by a set of Technical Requirements and Performance Indicators (TRPI) that guide the process of implementation. Information technology provides key advantages both to the agencies involved in providing these services as well as the Ministry of Health that monitors compliance with TRPI.

All three parties to whom the services have been contracted are to provide a standardized Computerized Management Information Systems giving online information to the Ministry of Health office at Putrajaya, State Health Director's offices, and Hospital Directors’ offices.

It is an Executive Information System (EIS) enabling the Ministry of Health to stay in control and to monitor standardized quality of service delivery across all hospitals.  The Ministry of Health decided to implement an enterprise-wise data warehouse platform with the intention of enabling all parties involved in this privatization project to be positioned centrally with information accessible across functions in a graphical, user-friendly, self serviced way.

The Central Management Information Systems (CMIS) is now called e-urushospital to better establish the CMIS as a key tool in managing and monitoring the five privatized services.

Development of the e-urushospital required an enormous step forward that is the implementation of the data warehouse.  While accessing information was formerly a very slow and sequential process (days to weeks) in which information users were obliged to follow the hierarchical route via the IT department, the data warehouse environment provides a connection delivering parallel access and fast delivery (instantly online).

2000 PC's across more than 150 locations now have access to the e-urushospital where 5 Gigabytes of data are refreshed daily and made available to all parties involved. Information is received from the 3 servers of the consortia prior to data transformation and presentation to the Ministry of Health. This is delivered through a mix of dedicated and dial-up communication links, mostly high-speed 64 Kbps digital leased lines. The environment is predominantly Microsoft Windows server and Microsoft SQL Server for Relational Database Management System.
